The sale of alcohol shall be subject to a licence for the sale of a consumer package of alcohol in tax-free circulation

In order to sell alcohol you need to obtain an alcohol sales permit, specifically a permit to sell a consumer package of alcohol in tax-free circulation. This is the term used for this permit in Act No 530/2011 Coll. on excise duty on alcoholic beverages, which also regulates the procedure for obtaining it.
The permit is required by anyone who sells alcoholic beverages, regardless of whether the sale is regular or occasional (outpatient sales) and regardless of the type of alcohol sold (wine/hard liquor).
If you sell alcohol without a licence, you could be fined up to €3 319.
